Why won't my Ocean Friends Barbie's wetsuit appear?

I just got a brand new in box Ocean Friends Barbie and Baby Keiko, and when I put her in super cold water her wetsuit doesn't appear. Are there 2 versions of this Barbie or has her wetsuit color changing ability just deteriorated throughout the years? Anyone else have something like this happen? (I also tried really hot water)
