Why is there a "red light" before most tunnels in America?

Most tunnels you drive through, whether short or long, have a traffic light (green / red) before you enter. What triggers that light to change? I have seen a red light with moderate traffic, while I have seen green with heavy traffic. Is it possibly for air quality inside the tunnel? I attempted to Google every combination of keywords possible, but I have exhausted myself.
