How much would this tattoo cost?

i want a full sleeve later on but i might just start it easy with a half sleeve then complete it to a full sleeve,would it be a good idea to start slow and get tattoo by tattoo?...im gonna start between my right shoulder and elbow i want a simple treble clef..maybe some shades around it or something...how much would a mid sized treble clef cost?half sleeve?full sleave? oh and im 17,will the artist most likely need permission from my parents or not?
